EuroShield acts as independent Commissioning Authority (CxA) on data center programmes from design review through operational turnover. We are engaged by owners, developers, investors, and hyperscale tenants who need commissioning led from their side of the table — not delegated to the EPC contractor whose programme and margin depend on closing the file.

Commissioning is where data center risk is either retired or carried into operations. A facility that tested clean on PowerPoint but was never pulled-the-plug under full load has not been commissioned; it has been accepted on assertion. On AI-dense builds, the stakes are structurally higher: transient loads are sharper, thermal envelopes narrower, redundancy paths more numerous, and failure modes more coupled across mechanical, electrical, and controls. The commissioning programme either demonstrates resilience or it permits an undetected design gap to reach production.

Work is aligned to ASHRAE Guideline 0 (Commissioning Process), ASHRAE Guideline 202 (Commissioning Process for Existing Systems), BSRIA BG 6 and CIBSE Commissioning Code M, EN 50600-3-1 (management and operational information), Uptime Institute Tier Certification of Constructed Facility methodology, LEED Fundamental and Enhanced Commissioning, and NFPA 70B and 110 for electrical and emergency-power systems. Where the facility hosts regulated, sovereign, or OT-integrated workloads, commissioning scope extends to cover cyber-physical surfaces against IEC 62443, NIS2 Article 21 operational-resilience expectations, and sector mandates (FINMA, BSI KRITIS, ANSSI LPM, UAE NCA OTCS, Saudi NCA OTCC).
Independent Commissioning Authority, by commercial structure. We are not the main contractor, the MEP designer, a subcontractor, or a commissioning-equipment reseller. The CxA relationship is with the owner. Our sign-off is the one the owner can defend to a regulator, an insurer, a lender, or an acquirer.

The Five-Level Commissioning Model

Level 1 — Factory Witness Testing (FAT). Witness of manufacturer tests on switchgear, transformers, UPS, generators, CRAHs, CDUs, chillers, and controls prior to shipment. Non-conformances documented and resolved before the equipment leaves the factory floor.

Level 2 — Site Receiving & Pre-Installation. Delivery inspection, storage verification, and pre-installation condition documentation. Often omitted; materially reduces late-stage disputes.

Level 3 — Start-up & Individual System Testing. Standalone functional verification of each system — electrical, mechanical, controls, fire-suppression, security — against design intent and manufacturer specification.

Level 4 — Integrated Systems Testing (IST). Systems exercised together under load, across redundancy paths, and across failure scenarios. This is where commissioning either proves the design or exposes what the drawings missed.

Level 5 — Operational Sustainability Testing. Extended-duration testing across day/night, seasonal, and load-variation profiles; operator-led scenarios with EuroShield as independent witness; handover-readiness demonstration.
