EuroShield acts as independent Commissioning Authority (CxA) on data center programmes from design review through operational turnover. Commissioning is where data center risk is either retired or carried into operations. A facility that tested clean on PowerPoint but was never pulled-the-plug under full load has not been commissioned; it has been accepted on assertion. On AI-dense builds, the stakes are structurally higher: transient loads are sharper, thermal envelopes narrower, redundancy paths more numerous, and failure modes more coupled across mechanical, electrical, and controls. The commissioning programme either demonstrates resilience or it permits an undetected design gap to reach production.
Work is aligned to ASHRAE Guideline 0 (Commissioning Process), ASHRAE Guideline 202 (Commissioning Process for Existing Systems), BSRIA BG 6 and CIBSE Commissioning Code M, EN 50600-3-1 (management and operational information), Uptime Institute Tier Certification of Constructed Facility methodology, LEED Fundamental and Enhanced Commissioning, and NFPA 70B and 110 for electrical and emergency-power systems. Where the facility hosts regulated, sovereign, or OT-integrated workloads, commissioning scope extends to cover cyber-physical surfaces against IEC 62443, NIS2 Article 21 operational-resilience expectations, and sector mandates (FINMA, BSI KRITIS, ANSSI LPM, UAE NCA OTCS, Saudi NCA OTCC).

The Five-Level Commissioning Model
Level 1 — Factory Witness Testing (FAT). Witness of manufacturer tests on switchgear, transformers, UPS, generators, CRAHs, CDUs, chillers, and controls prior to shipment. Non-conformances documented and resolved before the equipment leaves the factory floor.
Level 2 — Site Receiving & Pre-Installation. Delivery inspection, storage verification, and pre-installation condition documentation. Often omitted; materially reduces late-stage disputes.
Level 3 — Start-up & Individual System Testing. Standalone functional verification of each system — electrical, mechanical, controls, fire-suppression, security — against design intent and manufacturer specification.
Level 4 — Integrated Systems Testing (IST). Systems exercised together under load, across redundancy paths, and across failure scenarios. This is where commissioning either proves the design or exposes what the drawings missed.
Level 5 — Operational Sustainability Testing. Extended-duration testing across day/night, seasonal, and load-variation profiles; operator-led scenarios with EuroShield as independent witness; handover-readiness demonstration.
Design-Stage Commissioning Engagement
Level 1 — Factory Acceptance Testing (FAT)
- FAT witness on MV/LV switchgear, transformers, UPS, BESS, generators, chillers, CDUs, immersion tanks, and controls
- Test-script review against design specification prior to FAT execution
- Non-conformance tracking and close-out prior to shipment release
- Cross-border FAT witnessing across European, North American, and Asian manufacturing locations
- Sealed FAT report suitable for regulator, lender, and insurer reference
Level 2–3 — Site Acceptance & Individual System Testing
- Delivery and pre-installation inspection against FAT condition
- Start-up supervision, construction check-sheets, and installation-quality verification
- Individual functional testing — each system proven standalone against design intent and vendor submittal
- Controls point-to-point testing, sensor calibration validation, and alarm-response verification
- Fire-suppression and life-safety system demonstration against NFPA and national codes
Level 4 — Integrated Systems Testing (IST)
- Script development: every redundancy path, every failure scenario, every handover between systems tested
- Load-bank testing at stepped load profiles (20%, 50%, 80%, 100%, and transient-spike simulation for AI workload patterns)
- Loss-of-utility (pull-the-plug) demonstration — the single most consequential commissioning event on any DC programme
- Loss-of-cooling, loss-of-UPS, loss-of-generator, and combined-failure scenarios executed on the live infrastructure under load bank
- Redundancy path proving — every N+1 or 2N claim demonstrated, not asserted
- Thermal-electrical coupled testing: electrical load driving thermal load, cooling-response validated under transient conditions
- Controls and BMS/EPMS integration verified — alarms, interlocks, sequence-of-operations, and recovery logic
- Cyber-physical-aware IST where the facility hosts OT-integrated or regulated workloads
Level 5 — Operational Sustainability Testing
- Extended-duration testing across seasonal and load-variation profiles
- Operator-led scenario rehearsals with independent observation — the operations team either owns the facility, or they do not
- Runbook validation against tested failure responses
- Spares inventory and service-contract adequacy review
- Handover-readiness sign-off and retained-advisory transition plan
